Eligibility Guidelines
Tier 1
Veterans & First Responders
Veterans and first responders are our primary focus and are always welcome.
Tier One candidates do not need to submit an application. Simply stop by during business hours, or reach out by phone, text, or email and our team will help guide you through the process.
Hard Luck Motorpool provides labor completely free of charge for Tier One candidates. Customers are responsible for the cost of parts, and our team works to help source those parts at deeply discounted rates whenever possible.
Please bring documentation such as:
Valid ID
DD214 or military equivalent
First responder badge or identification
Pay stub or other supporting documentation
This helps us verify eligibility and get you scheduled quickly.
Tier 2
Nonprofit & Community Referrals
All Tier Two clients must be referred by a vetted organization recognized by the governing body of Hard Luck Motorpool.
Labor for Tier Two candidates is provided at 25% of the standard shop rate.
Based on the Oklahoma average shop labor rate of $148 per flag hour, Tier Two clients are billed $37 per flag hour worked.
This amount is typically billed directly to the referring program or organization as part of their assistance program.
Tier Two services are not available on a walk-in basis and must be submitted through the application process.

Nonprofit partners
Foundation recommendations
Church or community relief programs
Tier 3
Community Support Applications
Tier Three appointments are available for individuals who do not meet income guidelines or do not have a nonprofit referral but still need reliable vehicle service.
Labor is offered at 50% of the standard shop rate, which equals $74 per flag hour worked.
In some cases, this rate may be adjusted on a case-by-case basis depending on circumstances.
Hard Luck Motorpool also assists Tier Three clients with discounted parts sourcing whenever possible.
Because our primary focus remains on Tier One and Tier Two clients, Tier Three appointments are limited and scheduled selectively.
Tier Three services are not available on a walk-in basis and must be submitted through the application process.
Tier 4
Community Supporters
Tier Four clients are individuals who want to support the mission of Hard Luck Motorpools while receiving professional automotive service.
These appointments are billed at the standard Oklahoma shop rate of $148 per flag hour worked.
